We have made a post about this before, the Malacanang Palace had officially announced that the Black Saturday - April 7, 2012 is a holiday, labelled as a special non-working holiday.

Proclamation No. 360 series of 2012 that was used to formally declare the rest day was signed by the Philippine president last March 29 of the current year.
Black Saturday is not included on the pre-defined regular holidays on the country since all government offices as well as most private sectors have no work on Saturdays.
The proclamation was done for the remaining employees that have the Black Saturday, April 7, 2012 as a regular working day.
