At 4:00 a.m. today, according to PAGASA typhoon "KAREN" was located based on satellite images and surface data at 690 kilometers East of Itbayat, Batanes (21.7°N, 129.4°E) with maximum sustained winds of 185 kilometers per hour near the center and gustiness of up to 220 kilometers per hour. It is forecast to move North at 15 kilometers per hour.
