MMDA Proposes Four Digit Number Coding

The Metropolitan Manila Development Authority (MMDA) plans to implement the four-digit number coding, an amendment to the current two-digit number coding that is currently on effect, the Unified Vehicular Volume Reduction Program (UVVRP).
With the propose rule, each vehicle will be banned on the road for two days each week.

"Like for example, vehicles whose plate numbers end in 1 and 2 cannot be brought out on streets on Mondays. Instead of 1,2 for Monday, it would be 1,2,3,4, Tuesday 5,6,7,8, Wednesday 9,0,1,2, Thursday 3,4,5,6, and Friday, 7,8,9,0," - MMDA Chairman Francis Tolentino said during the 11th Asian Crisis Management Conference (ACMC) gathering.

Tolentino stated that this plan is just an adoption to an already implemented system at Rio de Janeiro in Brazil which aims to further ease the traffic congestion amid the increasing volume of vehicles in the metropolis.

"From 1.9 million in 2008, there are now 2.2 million cars registered in Manila. About 1,200 per lane per hour, passes daily," - the MMDA Chairman further noted.

Below are the summary of the propose plan.
  • 1, 2, 3, 4 banned on Mondays
  • 5, 6, 7, 8 banned on Tuesdays
  • 9, 0, 1, 2 banned on Wednesdays
  • 3, 4, 5, 6 banned on Thursdays
  • 7, 8, 9, 0 banned on Fridays

With this, Manila residents have mix reactions regarding the controversial propose implementation.
