Malacanang Announced December 31, 2011 As A Special Holiday
December 30 is Rizal Day while January 1 is New Year's day, both of which are pre-declared as a regular non-working holiday. That left the last day of the year, December 31, 2011 to be sandwiched into regular holidays.
Good news, Palace had declared December 31, 2011 as a Special Non-Working Holiday in consideration for those who are working.
Now employees are saved from the trouble of filing December 31 as their official leave or worst - actually going to work on that broken day.
In relation, both December 26, 2011 and January 2, 2012 has been cleared to be a regular working days for the employees and employers. The Aquino administration had trashed out the so-called "holiday economics" where holidays are moved to the nearest Monday especially if it falls on weekends like Saturdays or Sundays.
This practice was observed from the Arroyo's regime which more favors government employees, especially if holidays fell on Saturday.
Well, going back to the topic, December 31 of the year is a special non-working holiday.

Pres. Pnoy, sana naman po gawin ninyong special non-working ang January 2- to spend an ample time with families and loved-ones ang mga Filipinos. Since the Holiday Season naman falls on weekends ... sana ung January 2, which is Monday, is be declared na special non-working day. Pa-Christmas at pa-New Year nyo na po sa aming mga Filipino na gawing non-working ang January 2 po. Sana naman dingin nyo ang aming kahilingan. Maraming Salamat po.
