August 21, 2012 is a Special Non-Working Holiday based on the Proclamation 84 of 2010.
The proclamation last 2012 is still on effect and had scheduled the twenty first of this month as a special non-working holiday, no classes, no work.
It is included on the original holidays as released fort his year by Malacanang, see here: Holiday 2012 list.
August 21, 2012 is Ninoy Aquino day, a holiday - and that is Tuesday. If you're thinking that Monday is sandwich, do not worry. Monday happened to fall to Muslim's end of Ramadan and already declared as a national holiday.
