At 2:00 p.m. today, the Shallow Low Pressure Area (SLPA), was estimated based on satellite images and surface data at 950 kilometers East of Extreme Northern Luzon (18.4°N 132.5°E).

As you can see, PAGASA officially said that a Shallow (not even a plain LPA) Low Pressure Area was spotted and monitored on Extreme (that's extreme by the way) North Luzon. Extreme may mean that it is almost outside the Philippine Area of Responsibility or PAR.

Weather may still change but it is undoubtly that a major disturbance can occur with this clear sky.
